Startup Idea: GIS-enabled Asset Compliance Management System

Startup idea to develop a hybrid solution between a database and a geographical information system (GIS) for a large utilities company for better asset compliance management. The technology will track each field asset's lifespan, log inspections, and prevent duplicate reviews all in one platform, giving a real-time geographical representation of the fields, assets under inspection, and their compliance status. Current tracking is done via spreadsheets which is impractical and inefficient for the scale of the company.

I am a program manager working for a large (5000+ employees) publicly traded utilities company. My particular program has to do with compliance. We have various assets in the field that have a lifespan of ~60 years, after which they have to be replaced.

Currently, we review an item for compliance when a work order is issued, but we are not currently tracking each individual item that has been reviewed. I would love to find a techological solution that would combine the features of a database and also incorporate GIS. This would let us know what in the field has passed inspection v. failed, and also would prevent us from re-reviewing the same item or location more than once. Yes, we are currently looking at a couple different technological solutions, but my company has yet to approve a budget for any software. Currently, we manage everything on spreadsheets.
