Startup idea to develop an intelligent software that keeps up to date with thousands of regulations (Federal, State, City, Company) to provide accurate information. The tool would be able to process new changes in regulations and answer general questions comprehensively. It would help customer service representatives provide accurate and timely information.

Need to keep up to date on thousands of regulations (Federal, State, City, Company) and provide accurate information to customers. That's bad enough. What's worse is that there are new regulations added daily. Some new rules, some canceling old rules, some amending current rules, etc. All information is technically available on a few websites, but searching through that mess in a timely fashion is an instant headache.

Everyone and their dog would pay to solve this.

Assume that there is going to be truckloads of information as stated above that is coming and going and changing hourly. Develop an intelligent helper that can sort through all the mess and give relevant answers to generalized questions. It would likely have to be a combination of the way the data is stored (meaning plan it out in advance) as well as the smart agent that digs through everything and tells you what you need to know.
