Startup Idea: Weather-Relief Commute Shelter App

Startup idea to develop an app for commuters that provides a list of locations near major transportation hubs where they can seek shelter from harsh weather conditions. The software could also include a ranking system for the usefulness, amenities, rules, and cleanliness of said locations.

I am a regular commuter to work. I have to utilize 3 modes of transportation on a daily basis during all types of weather. What I would love to see developed is a software or app program that can give me a listing of locations near major transportation hubs (bus stops, subway stations, employee shuttle stops) that allow the public to utilize their buildings for warmth or shielding from the harsh weather environments, this would include the usage of restrooms but isn't necessary.

It would also be nice if as an added bonus people could rate the locations. Like while your there they give discounts to other retail employees, or the bathrooms here are very clean, or be sure to have your ID because they have rules about whose allowed to enter, etc.
