I do pixel art for video game development, and it's tricky because most programs for creating digital art want to maximize functionality for photo editing, painting, or character design, but have little to offer pixel artistry.

I would pay real money for an image editing program geared toward video game pixel art and sprites.

The features I need are layers, selection by color, NO ANTIALIASING, overlays, transparency, in-built frame animation of layers, copy-paste and rotate functions, individual pixel editing, custom color selection tools, but nothing quite in the scope of photo editing.

Gimp has far too much fuss and too many features for pixel art, and PS is clunky. MS paint lacks layers and transparency and requires use of secondary programs to export images in certain transparent file types. APNG support a plus I realize this probably isn't a typical problem you hear about due to its niche-ness, but a mid-grade art program geared toward folks like me would be a huge help.
