Startup Idea: APBT Terrier Rescue Industry Software

Startup idea to develop specialized software to track individuals associated with pitbull or bully breeds crimes, unfit adoptions, dog fighting, unsanitary kennels, and unorthodox practices. The software should also be able to track dog purchases and adoptions via a database for names, addresses and license numbers.

I am involved in APBT Terrier rescue. My current problem is there is no software for us in the industry to track people who have done any of the following: Been convicted of a crime involving pit bulls or bully breeds. Been denied ability to adopt a rescue animal due to being unfit. Been involved in any aspect of dog fighting. Been investigated for operating an unsafe, unsanitary kennel. Been involved with unorthodox practices ( back yard breeding, ear cropping )

Also need a database where name address and License number can be entered to track dog purchases, adoptions. This would be very, very helpful.

I and many others would pay for this software. It would make our efforts so much more streamlined and efficient. I have tried finding software through conventional means. No success.
