Startup Idea: Cross-Platform Database Organizer for Government Operations

A huge pain point in my daily work is database organization/cross platform compatibility.
YES! I would definitely pay for this software, but I would have to get it fully approved and proven to be secure in order to be used on any of our systems.
I think that software which made it easier to swap between platforms with the databases we use. In my branch of the government we use many different platforms and while Microsoft Access is great, its tricky to swap between certain versions of windows/linux/IOS/Android/Mac platforms. As we use them all. The worst part of it is older databases do not like to work so well being transferred between systems. This costs us many man-hours transferring our databases. So if there were a program which made it easier than Microsoft Access which was compatible with every OS out there as well as every platform (I.E. mobile, desktop, laptop, tablet, etc...) then this would make cross platform work much easier/quicker/and most importantly more user friendly for employees no matter their experience level. We have men and women of all education levels/ages/software literate groups in our employment. Myself, I have been around for about 10 years in my job. Throughout the last 10 years there has been so much change. So much I wouldn't even be able to tell you when the worst of it was. But what I have talked about above would be the biggest pain point/problem we have in everyday work life. I know that there are programs like open office out there which are free and easy to use, but with the government our software has to be pre approved as well as secure. So that is one major reason that Microsoft Access is the program of choice for the government and my line of work.
