Startup Idea: Time Allocation Software for Project Management

Startup idea to develop a software that would improve the allocation of time to projects. The system would augment the existing project management system by managing time commitments, eliminating wastage of time and resources on small projects.

I think we have to have a better way of allocating time to projects. Right now, we have a manual system of things where someone has to estimate their time - but factoring in all of their work in their mind. We have a project management system, which controls all of the work that we do - but I think this could also manage the time commitments to other work, so people are not milking small projects as huge wastes of time and resources. I have googled, but found nothing.
