Startup Idea: Live Feed Weight Tracking App for Dump Trucks

Startup idea to develop an app that can connect to a scanner to provide live feed of weights of dump trucks on a phone. The application should be able to interpret and display the data from the scanner in real time.

I have a scanner that takes dumptruck weights and I need a software that makes it so the scanner can connect to my phone and give me a live feed of the dump truck weights. Yes, I am learning to program.
