Startup Idea: Windows 10 Notifications Management Software

Startup idea to develop a software for Windows 10 desktop computers that allows users to strictly manage which applications can send them notifications. Users should be able to specifically choose and command the programs permitted to send notifications, therefore blocking unnecessary pop-ups from unwanted applications.

I would like a piece of software on my windows 10 desktop computer that allows me to manage which programs can send me notifications. For example, I do not want nor have ever expressed interest in McAfee security, but every time I log in i get a pop-up. I want a command console where I can say "only this, this and this can send me notification" (those things being stuff like mail, itunes, and dropbox, etc.)

I would pay to purchase this software if it was created, and from my limited programming knowledge, it seems pretty simple to create. I did, all I could find were a couple programs that replace the pop-up with their own message, and I would like it blocked altogether.
