Users should be able to specifically choose and command the programs permitted to send notifications, therefore blocking unnecessary pop-ups from unwanted applications.

I would like a piece of software on my windows 10 desktop computer that allows me to manage which programs can send me notifications. For example, I do not want nor have ever expressed interest in McAfee security, but every time I log in i get a pop-up. I want a command console where I can say "only this, this and this can send me notification" (those things being stuff like mail, itunes, and dropbox, etc.)

I would pay to purchase this software if it was created, and from my limited programming knowledge, it seems pretty simple to create. I did, all I could find were a couple programs that replace the pop-up with their own message, and I would like it blocked altogether.
