Startup Idea: Penny Auction Tracker for eBay

Startup idea to develop a software service that identifies and reports penny auctions on eBay that are about to end, with free shipping. The tool should offer bidding capabilities, primarily focusing on auctions out of China to maximize no-bid opportunities.

I have been wondering if someone could design a service that would search ebay for penny auctions about to end. Specifically ones that have free shipping. Then I would be able to go in and buy up all sorts of stuff. I know there are many auctions that end with no bids and free shipping out of china. It would be great if there were some easy way to track this and or use it to bid on the items.
