Startup Idea: Diagnostic and Repair Software for Windows

Startup idea to develop a standalone software program compatible with Windows 7 and 10, capable of diagnosing potential startup failures, identifying software corruptions, and executing necessary repairs without needing to upload additional software.

I've got at least two computers, one laptop and one desktop computer that do not work. I suspect the programming in the start up phase is corrupted. Before I toss the computers in the garbage, is there a software program for windows 7 and 10 that can diagnose my computers and if the diagnostics indicate the computer software is corrupted or at least can be fixed, to do so without uploading additional software for a reasonable price?.
