Startup Idea: Automated Account Suspension & Duplicate Prevention System

Startup idea to develop a software solution for digital media labs, which can automatically suspend user accounts based on certain criteria, and block the creation of duplicate accounts using identical contact information.

I work in a digital media lab where we allow customers to make appointments online. The software does not have an option to block off specific customers from making appointments or to block users from creating multiple accounts. The ideal solution would be a program that can generate automatic suspensions of accounts based on outlined criteria, and stops customers from creating duplicate accounts using the same contact info. I have tried finding a solution, no service has come to my attention.
