Startup Idea: Paperless Dispatch and Load Management Mobile Application

I am an operational supervisor working for a fortune 500 transportation company that currently uses a legacy Enterprise model for dispatching, driver and load management. Currently we do not have a mobile application that is acceptable for allowing our drivers to use a phone (like a ZEBRA first phone model) to sync their dispatch data with the load manifests from our clients.

Ideally a mobile application that carries PDF (with signature processes) that can allow for receiving PDF images and viewing them in tandem with dispatch information that has been received from the client (shipper) and handed over from dispatch.

We currently run paper manifests, the intent is to eliminate this and go totally paperless. I have, i have researched items that companies like Fedex and UPS use, they are light paper users. We uses full on Bill of Ladings and Manifests. Eliminating this paper is the idea.
