Startup Idea: Client Requirement Management Software for Staffing Agency

Startup idea to develop a software for staffing agencies that allows them to input and manage client's specific requirements, and implement checks or alerts if potential employees do not meet those requirements.

I am an office manager for a staffing agency. We staff employees for several different manufacturing clients. Each client that we have has different requirements for what skill sets, training and protective equipment and employee must have in order to work for them.

An ideal solution would be a software where we could imput client requirements with checks/ hard and soft stops if an employee did not meet those requirements.
