Startup Idea: Departmental Shift Scheduling Application

Startup idea to develop a budget-friendly, secure application and computer client designed to improve communication in companies during the process of rescheduling workers. The solution allows supervisors to establish different user groups based on departments and oversee shift coverages.

I am a supervisor for a company and we need better communication between rescheduling people to work at the right time and who will cover their shift.

Usually this is planned out via the workers themselves but i need to know as well so if there is an app and computer client that i could set up groups for different departments (sales, research, development and web page logistics) i would love to try it.

Also we are on a budget so anything that won't require a mass licensing of all phones and computer clients. I have but I don't want to send town information on insecure servers.
