Startup Idea: Dynamic Rules and Algorithms Management Software

Startup idea to develop a software that allows users to input and update rules and algorithms regularly. A search function would enable users to find specific rules and understand how they've changed over time, using keywords or phrases.

I work at a place that is constantly changing rules and algorithms. I would LOVE software that I could enter phrases, or keywords into, and search a database that I created with the old, and new rules, and display results.

For example:

Search: Needs Met Rule as of Jan. 21st 2018- Do this Needs Met if the results are that Rule as of Jan. 21st 2018- Do this Needs Met if the results are that but only if A = B.
