Startup idea to develop a software for Telecommunication industry professionals that automatically calculates and adjusts the investment required to achieve a 20% return rate on construction projects.

I work in the telecommunication field. We have to calculate the return on investment for the construction department. Software that could automatically figure the difference in the amount of money needed to make the project pass at 20% return would be great. Currently we have to guess with a calculator.
