Startup Idea: Automated PDF Merger and Splitter for Procurement Process

Startup idea to develop a utility tool that automates the process of merging and splitting PDF files commonly used in procurement departments. The solution will take two PDF files, merge them page by page, and then split the resulting document into individual purchase orders for distribution to vendors, simplifying the procurement process.

I work as a buyer in a procurement department, and I'm cutting multiple purchase orders a day. Typically, these are downloaded in one large pdf file, which I then have to split into individual purchase order files and merge with a terms and conditions file.

I'd love a solution that would take 2 pdf files, copy one after each page of the other, and split the resulting complete POs into separate files to be sent to vendors.

I'm limited on what tools I can install on my work computer so I've not tried downloading anything. I've not seen any solutions to this problem, and the Adobe Acrobat DC that I use can't solve it.
