Startup Idea: Comprehensive Procurement and Contract Management System

Startup idea to develop a comprehensive procurement and contract management system with end-to-end functionality. The system should include project creation, document creation and review, tender publishing, evaluation and awarding, conversion to contract and ongoing contract management with custom KPI creation, meeting organization and KPI recording features.

I work in Procurement and contract management. A key issue we have is that there seems to be no truly end-end procurement and contract management system. Some exist but all lack functionality.

Ideally a system would allow for the creation of a project, provide a shared workspace for document creation and review (similar to sharepoint) and then allow for the tender to be published - this would integrate with advertise portals such as Contracts Finder and OJEU.

Once the tender is complete then the system would allow for evaluation and award and then allow the procurement to be converted into a contract. The system would then allow for custom Key Performance Indicators to be created and for ongoing contract management.

Bravo and Ariba are examples of this which provide some of the above functionality but are very much lacking in terms of good contract management, eg organising meetings and recording KPIS. We tried Bravo, Ariba and Delta and none have been sufficient.
