I work in news media and there is no adequate software to make graphic maps for News stories.
A graphic map is a map much like a standard google map, but with a specific graphic style to represent the news network. It needs to be able to add image overlays and highlight roads and locations that are customizable. Such as pointers and tabs and text boxes.
There are several options but none that incorporate all aspects of what a news station would need to represent a story to a news viewer. Googlemaps and SnazzyMaps are the closet to what News stations need but not close enough to use in a professional manner. I have tried googlemaps.com and snazzymaps.com but neither are adequate.
