Startup Idea: Automated Engineering Drawing Ballooning Software

Startup idea to develop an automated software that adds numbered balloons to engineering drawings for quality inspection reports. The software should also be able to tag, copy each dimension value to the report, check it, and write Pass/Fail automatically. Currently, this is a manual process in tools like solidworks, inventor, autocad.

I have to add numbered balloons in order (1,2,3 etc) to engineering drawings to reference a quality inspection report.

The entire process of ballooning the drawing can be automated but solidworks/inventor/autocad doesn't do that.
