Startup Idea: Profile Management Software for Tool Rental Business

Startup idea to develop a robust profile management system for managing customers in a tool rental business. This system will track negative rental history by storing and matching unchangeable data like ID numbers (driver's license, passport) to profiles, thus preventing fraud and enhancing business operation.

I manage a local tool rental business. Currently we have no guaranteed way to track customers with negative rental history (unpaid fees, damaged tool, stolen tool, etc). Customer profiles, and subsequent rental history, is tracked by phone. Customers can easily provide a new or fake number if their profile reflects a negative transaction.

An ideal solution would be a profile management system that tracks an unchanging piece of information, such as ID number (driver's license, passport). It would need to have the ability to link profiles if the ID number matches, to prevent dishonest customers from just providing new information.
